OK, let me clarify point by point:
1. Database programs: SCID, Chesspad and Chessbase
You can find SCID at http://scid.sourceforge.net/
2. Tactics training software: CT-ART
3. Openings training programs: Bookup and Chesspositiontrainer.
It seems that Chess Position Trainer can be used to train tactics as well but I haven't used it for that.
