No, it absolutely is not a Swiss tournament. It's kind of like a Swiss but the defining feature of a Swiss is that people play against others with the same score, not that it's not a round-robin.
It's possible that your suggestion is still a reasonable way to run a tournament with more players than rounds but please don't call it a Swiss.

BTW what is the format of the tournament? Is it knock out or everybody plays till the end? :)
I'm relatively new to QA, so I dunno what was the format of previous tournies .
