just a blunder

white should not have gone after pawns when his king was exposed and black had a passed pawn. Ketchuplover is right, a blunder by white, and a lucky outcome for black.

Re3 was a disguised move(to take pawns) knowing that he would take the pawn . To go to Re8ch he can bring back his rook to b1. On my part I consider it as a trap or a poison pawn perhaps.
