In tournament play, you can sink your chances pretty quickly accepting a silly instant draw.
Besides, I don't want my draw numbers inflated for such a foolish reason. I hate legitimate draws!
When someone offers me an early draw or asks too many times, I put a mark in my notes and give them a little extra attention.
If you don't want to play a game, resign ... or be prosecuted (Arnold).

many years ago I was a tournament director and 1st move draw offers would have recieved a warning and if the opponent accepted then the game would be nullified with the blessing of ALL serious players in the tournament

Fair enough.I've only struck it once or twice,my opponent keep offering a draw on every move ,I got fed up with it and accepted the draw, perhaps playing into his/her hands but i no longer had any interest in the game.

We should be able to silence our opponent. That would block draw offers and tells
