In an ongoing Tournament, I had one guy stop moving & his clock ran out. Since I am not here to baby sit I claimed both games. My points went up slightly but, his stayed the same & did not go down. WTF..?

Provisional ratings don't change unless the opponents are rated within 400 points of each other.
And, please, there are few things uglier than jumping to the conclusion that your opponent is cheating because something happens that you don't understand. I would suggest that, if your opponent was cheating, he might have won some games and might have a rating just a little bit higher.
