So if I played Carlsen, then it would be a "Rapid" game where I would receive 28 minutes and he would receive 19?

Yes and you could also receive an extra 28 seconds per move-if you choose to play with increments
|

I think 3 min vs 5 min is common when expert plays senior master for cash. ex 2000-2200 sm 2400 and above.
