The proposed changes to the annual Swiss tourney sound reasonable. IMHO, although these changes may not be perfect, it'll definitely be an improvement over the current format.

I would recommend using the "Modified Kashdan System" from USCF rule book. When the round should be over, you ask the players privately if they are trying to win or draw. If they say they are trying to win you give them 1 point and if they are trying to draw 1/2 point(for pairing only). If they both state that they are trying for a draw then the game is officially ruled a draw. You normaly have one player trying to win and the other trying to draw. The game continues and the result of the game is the official result. This makes pairings more accurate and prevents a player playing slow to avoid a harder pairing the next round.

The tournament will begin in June, registration will begin pretty soon!
