This is just a suggestion, because I do it this way does not mean you have to do it this way.
Swiss - 7 days or shorter to make a move.
TD - has the right to declare a winner, black or white, withdraw and return the player as required, illness or vacation etc however, vacations are not allowed in the rounds. If you go on vacation during a round, the TD decides, draw, win, or loss and the player is withdrawn (but continues to be carried forward - no points) until he returns. He is then paired in the next available round. This insures no delay in the tournament cycle.
Also the TD has the right to make decision on a game, if in the TD opinion a game is being delayed (total lost position) he will decide the result of that game so that they tournament goes forward.
I have tryed to mimic our system after what would happen in OTB play.
If you tell a TD of a OTB tournament your going on vacation, he will tell you have a good time and withdraw you from the tournament. (allow you back into the tournament when you return if it is still going) If you tell the TD you can not play today because your sick but you showd be ok the next day, then he will withdraw you (game lost if started) and allow you back when your feeling better the next day..etc etc.
Anyways just some ideas...
