Mate in 21. Got this from another site.

Holy smoke! I think I could understand the position in my head without moving pieces on the board!
The 2 queens will keep pinning the rooks and the pawn, turning clockwise while the rooks and the pawn turn anticlockwise.
Then after 3 turns, when the pawn is at c4, we can checkmate with one queen at f3 and another at the open file at d2.
Is that it?

I just solve it. Its a merry go round continuous checks.

Merry go round continuous check? So there is no checkmate. This is a draw. I was confused with this puzzle. Where did you get this puzzle?

it is mate i just havent had time to play it looks like mate in 20+ moves

It could not be called windmill attack so I just call it merry go round or clockwise attack. Its a beautiful checkmate at the end.
