General question to the group: when does one satisfactorily know that a particular move is a theoretical novelty? What databases and/or printed material need to be exhausted to claim it?

I would just say that a move is a TN covering my bases with a sentence like 'to the best of my knowledge' and quoting the databases that I am using to make such a claim

For me theoretical novelty is a move that can change the main line of a game or variation of a game and can not be confutable. Sorry for my English. I hope you understand what I mean to say. Ciao !
