I have played two games..both are wins...one by time default (against a 1500 ) the other against a 1900+ player. How can I have a rating of 1500????

If you'd read "About this site"[1], you'd know that provisional players don't earn points if the rating difference is 400+

What? How stupid is that? Let me get this right....Because I played a person who was 1500 and he forfeits because he can't make the time limit (an 8 day time limit) My hard fought win over a palyer rated 1990 doesn't count
what good is your provisional rating systems???????

Take a look to try to understand that... A provisional player beating a 1900 player doesn't mean he's strong player. Most of rating systems consider that - although not all of them use this "special rule".
About the rating system: I have nothing to do with this, so I pass the "what good blablabla" question... Maybe there could be another constant than 0.04 to provisional players. But, as I said, I have nothing to do with this. I don't know how was it choosen, and I had no problems with it - I'm here for the chess, not for the rating.
