Perhaps provisional players should not be allowed to play rated games against opponents whose ratings differ from theirs by more than 400 points. Being new to the site, provisional players are unlikely to be aware of the intricacies of the QueenAlice rating system, and if they are strong, they are likely to seek strong opponents.

That doesn't quite work as ratings are calculated based on the rating at the end of the game, not the beginning. Thus, one could start a game against somebody rated 300 points higher than oneself and find that, by the end of the game, he's rated 500 points higher.

this rule was done because some players agree theyr results..and some logged in under 2 names to get high rating soon..somewere in this talking room i mention this thing as whitekings that provisional players should not be allowed to play high rated players (exept perhaps in tournament..)

Huh? Having two accounts doesn't help you get a high rating because the rating difference between two people who only play against each other can never exceed 400 points. So you end up with a 1300 player and a 1700 player. OK, so you could now let the 1700 player beat a third new player lots of times and end up with a 1500 and a 1900. And then you could do it all again to get a 1700 and a 2100. But that's a huge amount of effort and would be really obvious.

So the only alternative is to agree results with somebody who already has a high rating. But that person has to get their high rating somehow, presumably legitimately. At that point, it would be much easier to get the high-rated player to play your games for you instead of damaging his rating by agreeing to lose lots of games against you.

I really don't see that this rule can help to stop a significant amount of cheating. But I can easily see that it does a lot of harm to legitimate strong players who join the site, beat a bunch of strong players and find they still have a 1500 rating. Surely, strong players should be encouraged?
