So an American was in Scotland and asked direction to England, the Scot gave directions, and the American ask: "What is the difference between the Scottish and the English?" The Scottsman say's "We are just like the English but not as classy, and the Irish are just like the English except that they drink all the time!"

The joke, such as it is, is that a Scotsman would never say such a thing.

The Scots don't much like the English and nor do the Irish. Saying that the Scots are just like the English is like saying that the Canadians are just like the Americans.
Scotland resents the fact that, although it has representation in the UK parliament proportional to its population, England has ten times the population so England gets what it wants and Scotland feels like it's being ruled from London. (In reality, of course, half the people in England don't like what the government is doing, either, and that Scotland now has its own parliament that deals with much of the internal stuff.) Ireland resents the fact that it wasn't much fun for them being part of the United Kingdom (broadly, this is why there are so many people of Irish descent in the US) and the mainly-Catholic south only gained its independence eighty years ago. The mainly-Protestant north remained part of the UK and there was substantial terrorist violence there for thirty years up to about 1998, both from people who want union with Ireland and people who want to stay within the UK.
Indeed, the joke probably doesn't change too much if you rewrite it as an Englishman asking a Canadian about the Americans and the Canadian saying ``We're just like the Americans but not as classy and the Mexicans are just like the Americans except they drink all the time.''
(I should point out that, while I'm living in Greece at the moment, I am actually English.)
