An opponent resigned when weaker but not in a hopeless position. I notice he has 49 games in progress. Did I outplay him or did he want to play in a tournament. If I resign all my games against provisional opponents I will be under 50 games and I have noticed that my rating is does not change when I lose to an unrated.

I've already pointed out that the fifty-game rule promotes exactly the behaviour it was designed to discourage (players resigning games against stronger opposition without playing any moves). Your point about resigning against provisional opponents is a good one, though.

On the other hand, what's the point of entering a tournament if you're going to resign half the games just so you can enter another tournament? You're hardly going to win tournaments that way! I suppose you could resign one game per tournament and get an extra tournament in without doing too much harm to your chances.

If someone has lost 3 out of 6 they might resign all the other games even if winning so they could start over in a new tournament. One of their opponents that was losing might qualify for the next round over one of the opponents that had already won. That is the type of absurd situation I fear. There should be a way to determine when a player has over extended himself. Possibly a committee would review complaints. If the 50 game rule was replaced with, If in the past 30 days you have started x number of tournaments, then you cant start another one. I cant imagine any tricks. All you could do is wait till one of your recent starts was 30 days old. I am not sure we should all be held to the same standard. Completing a tournament with no irregularities could increase x to x+1

These are all good points but I'm not sure any such rule is needed. The original problem is that there is a player who happens to play large numbers of games at once but who resigns any game against a player rated over 1900 without playing any moves. Surely, the remedy here is to ban players who resign before any moves are made, not to limit everyone to at most fifty tournament games?

It is not fifty tournament games it is at 50 in progress games. I can think of other undesirable tactics to cope with the 50 game rule but I think it would mean more if valid complaints where orignated by several members.

Sorry -- `fifty tournament games' was a shorthand for `not being able to join a tournament if you have more than fifty games in progress.' I was being lazy and I guess this is the payback. :-)
