If you challenge someone and they don't move in the alloted time the game says, "Time Exhausted" but doesn't allow you to Claim the Game. Is there a reason for this?

If your opponent did not move yet, you cannot claim the game, as there was no game. You just have to delete it.
Another case is if it happens in a tournament game, then you can.

I just had a look at your game against ABH Hawk, he did move. I think you should be able to claim the game.
Maybe Miguel can give you an answer.

Below 2 or 4 moves (I think) you can't claim the game.
