Surely, if somebody votes for only one player, that player should get ten points, just as they would if the person made nine random choices behind their `best ever' player? I've never seen a multiple-choice election that penalized somebody for not making as many choices as possible.

I think this is the most honest way to do it richerby. If I want Fischer to win, and only vote the number 1, he goes straight-away 10p. ahead of Kasparov. That is not fair if I believe Kasparov is second best. Difference 1p. If I make alist of 6, difference is still 1p. If I only vote Fischer, difference still 1p. Looks fair to me,and you don`t get penalized by mentioning less then 10 players! It is done also to avoid some members influence the result by voting for their popular (not the best) chessmater only! The way you suggest is exactly the same as we did by choosen the "The best GM Ever", and reward them with 10 points per vote instead of 1 point! Anyway, for everything is a first time to experience.
My list:
1.Fischer 2.Morphy 3.Kasparov 4.Alekhine 5.Steinitz 6.Capablanca 7.Tal 8.Euwe 9.Karpov 10.Spassky
