How to create Tournament in Private Tournament?

Go to "My Games" and, in the right-hand box labelled "Not enough games? Would you like to..." there's an option to create a private tournament.
At least, I think that's where it is. I've already created one and you're only allowed one at a time, for some reason. So I don't see the option.
