Adding 400 rating was the old formula. Now your rating is always 1500 when u win the first game and 1100 if you lose.

No, is 1500 when both players are unrated but my opponent was 1722!! Besides yesterday I have gained an other game against 1746 but mine rating e' still 1300!! I have played 5 games: 3 won, 1 lost and 1 draw..….and mine rating e' 1300!! IMPOSSIBLE!!

Dont worry, when your rating is provisional, it isnt stabilized yet so u can expect things like this! After playing 25 games, your rating becomes stabilized and it will increase upon winning high rated players.
Btw.. I still insist that my previous forum is correct. Better to ask Miguel

When did this change? And where is this new information?
From the rating calculations section:
Provisional Ratings
If both players are unrated, the winner gets 1500 points and the loser 1100. If the game ended in a draw then both players get 1300 points.
The rating for the winning player is the opponent's rating plus 400 points, or 1500 points if the opponent is unrated (unless the special rule below applies).
The rating for the losing player is the opponent's rating minus 400 points, or 1100 points if the opponent is unrated (unless the special rule below applies).
If the game ended in a draw, then the player gets the opponent's rating, or 1300 points if the opponent is unrated.
Special rule: if the opponent is rated 400 or more points below or 400 or more points above, then the rating will not be affected no matter the outcome.
And from the Web page Miguel refers to:
Example 2:
John Doe, a previously unrated player, beats a 1200 rated player. This game gives him a first rating of 1200 + 400, or 1600.
