I have 1 hour and 13 minutes left to move.
However, I have not accepted the challenge.
Will I be penalised if I lose on time?

No, you won't.
The challenges are automatically created as games. To decline a challenge, just delete it.
If you lose on time before the 3rd move has been played, your opponent has no option to claim the game, his only try is to cancel the game.
