Round 3 of a swiss tournament I am playing in has just begun, but while there were originally twenty players, there are now only 8 games going on. How does the pairing algorithm know who to exclude?

I think I read that people who lose due to time expired in a swiss are excluded from future rounds? Can't find the reference though...
