Perhaps he/she is waiting until your rating gets higher so the loss will not hurt as bad? Just a thought. I have several opponents dragging their feet because they are in lost positions.
The only thing I am able to do about this is to play more tournaments to where my rating climbs into the class of players who not only play better but who are at a higher ethical level as well.

There are many reasons to take a vacation day, let's not make unfounded assumptions. I have very random weekly work schedules and sometimes end up having no time to play chess and so I take a day or two to avoid losing all my games. At least in my case it has ABSOLUTELY NOTHING to do with ratings.
Play games that are 3 days per move if you are this bothered. Or 30 days for all moves, it'll be over in 60 days even if your opponent takes all his vacation time.
As for "ethical levels" I do have some morbid curiosity to see what you come up with, but I'm going to go way out on a limb and guess that getting a general agreement to any list of ethical behavior is going to be somewhat challenging. --p
P.S. Also, I don't think you can take another vacation day before the first one ends. I may be wrong, but I think Miguel has it so that you can only take a vacation day if you are not currently on vacation.

Yes, the system will not let you take vacation while you are on vacation.

I didn`t know that and I suggest to add a note related to that in the description of the vacation time (in About Queen Alice section of the site).
