It DOES mean that they're logged into Alice, but the absence of the dot does NOT mean that they are NOT logged in. You can turn it off and not let people know you're here.

Sometimes I will move for green dots before other games. While I am contemplating my moves in other games my online opponents will move again. So, I get to make 2 or more moves in those games.

Some say it means that member is contemplating his or her next move. The brighter the dot, the harder they're thinking.
