Your opponent's rating didn't go down because his rating is established (he's played more than 25 games) and yours isn't. Because provisional ratings can be quite inaccurate, established ratings are 'protected' against provisionally-rated players. The idea is that established players will be more willing to play provisional players if they know they won't lose lots of rating points by being beaten by somebody who is very under-rated.
Your rating didn't change because your rating is provisional and your opponent's rating was more than 350 points higher than yours. This was a decision made by the site admin which I disagree with strongly, as I've explained earlier in this thread.
Your rating can go up, as well as down, but, until you've completed 25 games, your rating will only change against players rated within 350 points of yourself. Again, I disagree with this.
