1. In the sentence above, does "You" refer to a computer or to a human reading the About This Site section?
2. If "You" does include a computer, that would mean that said computer may not use another computer to evaluate or analyze a game. That still does not prohibit a computer from playing by itself.

A computer cannot play chess on this or any other site without being connected to it by a human being. That human being is using a computer to evaluate and analyze games.

Connecting to the site can be automated, although that automation would need to be programmed by a human.

Exactly. Any computer that makes moves in a game on this, or any other, site is doing so at the command of a human being. That human being is using a computer to evaluate or analyze games.
