Good catch, plonius. I failed to note that. There may be a restriction because you still have a provisional rating. This post answered by whyBish seems to agree with that:

u are wrong look to the player " sorim " he joined 2 sep 2011 he finished just 5 games but we can see that he created a private tournament !!
any explanation ???????????

You wrote you created a private tournament in the past. Did this private tournament start and finished?
I see many old p t which are not started ...

I'm only guessing but perhaps a provisional player can only create one private tournament. That is just based on the pattern we've seen ... sorim can confirm one way or the other by trying to create another one. If fact, if that assumption is correct, he also will not find the link he used to create the first private tourney.
