Play 25 games for a real rating!

The problem is that there's are two errors in the way that provisional ratings are implemented.

1. Your rating after your first game is 1100 if you lose, 1300 if you draw and 1500 if you win. If your opponent's rating is X, your rating should be X-400 if you lose, X if you draw and X+400 if you win. The 1100/1300/1500 rating should only happen if your first opponent is unrated.

2. A provisional rating will not change if the difference between your rating and your opponent's is 400 or more. It should change against any opponent.

Because you lost your first game, problem 1 gave you a rating of 1100. Problem 2 now means that your provisional rating will not change unless you play people rated between 700 and 1500. Because there are so few players rated under 1700, this means that your rating is basically stuck at 1100 until you've played 25 games and get an established rating.

Note that this completely defeats the purpose of provisional ratings. Provisional ratings are supposed to get to about the right value quickly but, here, unless you win your first game, your provisional rating gets trapped at absurdly low values and massively slows the process!
