I have a game that can be already claimed but there is no "Move Reminder" icon for me to click. Actually this game never had one, even before the time expired.

I don't think it is a bug. The reminder icon appears after 2 days have passed since the last move. The game you refer to is the one from the site wide tournament which goes at 1 day per move, so the expiration happens before the reminder appears.
