That looks like a bug.

Not a bug. As described in "About this site"[1], provisional ratings don't change if the player is [challenging/challenged by] players with rating difference > 400. Try playing 1101-1901 players, and it must change.

OK, so it's not a bug, it's a design flaw in the rating system. How can it possibly be right that a player who, in a total of seven games, has scored six wins, a draw and no losses, all against players rated between 2068 and 2470 has a rating of only 1500?
What's the explanation for this strange rating rule?

In my opinion, it is to prevent provisional players' ratings from shooting up too quickly. Why? I'm not sure.

But the whole point of provisional ratings is that they should shoot up quickly if the player is very strong! The provisional rating is supposed to rapidly reach roughly the right value and then the established rating formula kicks in to do the fine tuning.
