Yes. It must be that your opponent doesn't want to accept the draw.

Remember that is a real chess rule. It is a opponent's right see your move before deciding if accepts (or not) the draw.

Which is the correct way to offer a draw. :)
You can't offer draw on your opp's turn. And I'm almost sure you must offer it before moving.
