Well, foot dragging can have a bunch of reasons. In december I had four games stuck with one, thankfully down to two. In this case the reason wasn't waiting for a mistake, or putting of the loss, it was the final round of the tournament and so a 1-1 tie would be broken by the highest rating (or has this changed). He was trying to get his rating above mine in the other games he plays before taking a loss.
Personally I don't actually find this too bad. We are playing at 7d/m after all. The thing that personally gets on my nerves (even though it is also OK) is a guy who plays 1d/m and then times out once lost rather than risigning. I think he is trying to say hes never been checkmated or something daft?
