I have this one guy that I played in tournaments that habitually dosn't move.Is there some stratagy in this for him? He always waits until he has to move.If he gets in a tight spot then he takes vacation.I realise this is not a speed chess site.I would love to see the vaction time done away with.To many abusers are using this IMO.

It happens a lot. One fine opponent recently took his full forty-five days at once, plus seven for a move makes fifty-two! So do I say "Grrrr!" now, or is there something up in my opponent's life that prevents him from playing chess for a while? I'll just have to beat him for Christmas, I guess...
F. By the way, there have been many previous complaints about foot draggers. Search the threads and you'll find many enlightened viewpoints on this strange phenomenon!

Through the years their numbers have lessened including timeouts.

This is correspondence chess, not speed chess. Some guys need the time to think and likes to go on vacation. Of course there are bad guys, too, who abuse that.

I dont believe it is possible for players to abuse the rules. However it is possible for players to demonstrate that a rule is flawed. I think our rules on vacation need to be modified.
There should be a limit on how much vascation time a player can use in one game. It is possible for one player to use 90 days of vacation before moving. This is especially disruptive in a Game/10 day tournament.
I think that the amount of vacation time a player uses in one game should not exceed his opponents by more than 14 days in a 7 day/ move tournament. Change the 14 to 3 in a g/10 day tournamnet.
Not only can vacation time frustrate one opponent, it can delay a tournament.
Another rule change we need is automatic forfiet when time is exceeded. When a player chooses to to claim a win on time exuasted it effects everyone in the tournament.
