The real difference is the Netherlands flag is rood wit blauw whereas the Luxembourg flag is rot weiss blau. :-P

what does shorter mean. The flags length is measured from the pole out to the end of the flag. one flag is longer the other is shorter but ...
the width is measured along the side near the pole. one flag is taller and the other is shorter.

If they had said which flag was longer that would be clear

I think sovay, that for the most people who live in Luxembourg their flag is rouge, blanc et bleu.. ;-)

At the CIA web site many flags include the following phrase...

with a ______(color) isosceles triangle based on the hoist side

That phrase indicates that the 3rd point of the triangle is on the line that bisects the flag into 2 rectangles with half the width (hot dog style).

It does not indicate where on this line the third point is. It could be near the hoist or all the way out at the fly end. I would think that most people designing a flag and considering a triangle would give some thought to an equilateral triangle.
An equilateral triangle is also an isosceles triangle. It is possible that all the flags with this description have an equilateral triangle.

Which flags have an equilateral triangle?
