In my very, very, very, very own opinion an engine user is:
1. a person who uses chess engines to study and practice
2. a person who uses chess engines to analyze completed games
3. a person who uses chess engines to help him move in his online games

How about a cheater? A cheater is:
4. a person who uses chess engines to help him move in his online games
5. a person who asks advice form others to help him move

CONCLUSION:
1. An engine user is not a cheater if he do no.1 and no. 2 only.
2. An engine user is not always a cheater.

Most of all a person who consults chess books is not a cheater, remember this is not Over The Board Chess game.

in my opinion, most people use chess programs for Cheating or Players dodgers use chess programs to help to analyze the games.

I believe that the decisive criteria may be copywrite. A person who uses a computer to efficiently millions of previously played games to select identical or similar positions then replays these published games is not cheating.

Lets call those who used engines to evaluate moves Engine Enhanced. Lets ask them to declare themselves. Lets add (c) after there names. Lets make it easy for players to avoid them be allowing them partial tournament access. Only permit them to play in odd tournaments, or tournament numbers divisable by 3, or odd and 3 depending on w
What fraction we will permit them to play in.

If we are lucky it will be easy to avoid them.

Is my own opinion that who uses chess engines, don't play chess. He only like to look how a person play with the chess engine. :-(

For me, it doesn't matter. Whether I play an engine or a person, my errors cost me the game, and I learn to play better. Most players are honest so there always will be people who use engines to rise their level artificially or to show their friends how good they are. But in the end, a cheater is always a cheater and you can't turn a dog into a man.
