There are dishonest players who,when things go badly,interrupt their games,preventing other players from continuing the ongoing tournament. There is a rule in chess that States that when time runs out to move, the player who runs out of time automatically lose the game. Why does not Queen Alice enforce this rule ?

They don't actively enforce this rule. It is up to the player to claim the game on time when time runs out. That is the only way for now. On other sites when time runs out they automatically time out until the player sends them a reminder to continue the game or claim a win by timeout.

Yes I am happy with queenalice and hope to get the possibibilty to continue playing for many years here.

It is practically impossible to finish the game in any way, either by the opponent resigning the chess game or by clicking on the - Claim Game option.
