How on earth do you know this player's reasons for taking seven days to move?

Well, I dont agree... I, for now, have no time to think and play, but I like to check the forum for quick news and updates.

Nonsense. When one of my opponents makes a move, I'll log in to see what the move was. If my response is obvious (say we're in the opening or it's a forced recapture), I'll reply straight away. In other circumstances, a move may require much more thought than that. Today, I don't have time to think hard about my moves so I'm not going to move in most of my games. I'm hoping to be able to spend some time on the games over the weekend and will probably move in most of my games on Monday morning.
The whole point of correspondence chess is to think about your moves. I'm not going to play the first move that comes into my head in any position that is remotely complicated.

think that players who do that just to bother their opponents should be banned. How can you be so stupid that you not respect the rules of the time-limit. Do you really think a player can be banned if he/she follow the rules. Noone needs to give a explanation to his slower play. Why accuse player for bad behavior? A bigger problem is players as not resign in clear losing positions, but even then is it the players right to play as long he/she want. Relax and enjoy the games.
