Of course you can have Elo ratings where everybody starts from 2800, that's not the point. Professor Elo's original idea was that 1500 is the average player's level. Of course in practice this depends on the class of players that frequent the site, but I think for those people who do not have an official rating or play rarely enough so that their rating is not really indicative of their true strength it is useful to have some kind of comparison since many chess authors and coaches direct their advice to a certain "bracket" (below 1200, 1200-1500, 1500-1800, 1800-2000, master level and above).

I would suggest making the following modifications.

1) Not updating the rating after each game but after a period of time. Let's say a month.

2) To discourage rating manipulation let it be known that you will not have an established rating after 50 games with at least 20 different opponents (it will discourage creating mirror accounts to boost the rating.)

3) You will earn your provisional rating but it will not be reported after the first 50 games and it will be so for another 25 games against at least 10 different opponents.

4) After 75 games your rating will be established.

5) When 100 games are completed your floor will be established (If you want to have a floor for the rating)

Ah! In addition, I would get rid of those "p" ratings and call all of these people UNRATED

a particular site is a distinct club by itself and its established rating system should not be compared with FIDE, natonal federation or any other sites. they all differ from all respects such as total members' population, members' overall relative strength, to name a few.

I belong to a club and the level is low because there are many children (80%). And the level ELO doesn't distinguish children's adults.
likewise, the population in general or a person that enter in a chess web - how myself - they don't have to be some big masters or a good players in chess: they surely only like to play and to enjoy playing and learning.

I don't think the rating system needs fixing, at least that wasn't being discussed here. We all agree that for most players the Queen Alice ratings are about 200 points above official OTB ratings, but that doesn't mean the system is broken, it just means that you can't compare ratings of different institutions.
