I think that the easiest way to improve this problem is to add equal time to opponents clock when vacation is used. It would still be possible to move on vacation.
This might slow the pace of tournaments since if both players used vacation time the clock would be extended by 90 days. Possibly if my idea was adopted there would be a rule that the sum of vacation days for a given game would not exceed 45 days for a given game.
If your opponent used 45 days in January your clock would increase by 45 days. You could continue to respond to your opponents moves on a weekly basis, thereby maintaining 45 extra days on your clock. If you went on vacation in august you would have the time on your clock to cover yur vacation.
