The difference? With the toilet seat the action is bottom down, the frying pan bottom up.

Dont take kookaburra's advice. When cooking it is important to make sure the bottom of the frying pan is down and the frying pan walls extend up away from the stove. If you try to cook with the frying pan upside down you will make a mess and could start a fire.
However in the bathroom it is generally safe to put your bottom down on the toilet seat.

Let's try another imagery on the perceived difference. In the bathroom, it's man who is on the hot seat. In the kitchen, the frying pan is (on the hot seat).
