What can Miguel do? It is very easy to create a new user name. I prefer that we know ones reputation. In his present incarnation (s) he can be avoided, should one want to avoid him. of course avoiding him in tournamnets is not possible.
It is less troublesome for hime to maintain his present system than have each player play enough games to get the rating he desires they have. (assuming accusations to be true. I have not checked the evidence presented and I no experiance with this set of members)
I think we need a sportmanship rating. When we finish a game we rate our opponent for fair play. Our posted rating would not include the last 10 tournament games. Hence we dont know who gave us a poor rating. Our sportmanship rating would determine how many tournaments we can play in simultaneously.

Yes, what can Miguel do? And it is as phys says, it's better to know who are the cheats. Try to avoid playing them.
But it ain't that easy. This LUKK for example, has more then one pseudo overhere. They play in the same tournaments. So, fixed results garanteed. And if you entered a tournament and two or three LUKK brothers enter after you did, how do you avoid playing them?

What can Miguel do?
Miguel should ban Lukk.
Miguel, back in 2008 had banned a player, Eagacuhna, because he had multiple profiles.
At that time, Miguel took care of the group obviously. Today not even respond to private messages.

Eagcunha??? I know who is this guy!!!  I can say that he has "multiple profiles" in real life too (FIDE Rating List). It´s hard to believe, but he is very known in my country for it...
