White's last move would have to have been f3. Prior to that, his knight must have been at f3. I can't see any other way this would be possible/legal. Of course, White also has to be VERY stupid or simply suicidal, since otherwise he would have a won game with his material advantage. All he had to do was move his knight somewhere else so his king could move around.

And so the position is legal. Everything else you say is irrelevant.
