I have never commented a move of opponent, as i never managed to figure out waht he is doing and waht i am trying to do.

I will often make a comment about a key move or when an excellent move has been played against me. I try to gauge a player's response before continuing to talk if I haven't spoken with them before. Some players do not appreciate too much chatter and I try to accomodate them.

I have made good friends here by chatting while playing -- such as amed66. I find chatting to be one of the nice features here. Of course, I only chat if my opponent is so inclined.

generally i will say something like "thx for playing" at the beginning. as far as chatting during the game i dont find it distracting in turn based games like this, but i prefer not to chat while playing live (even if there isnt a clock)
