That's a most unreliable rule. Many games are won by the player behind on material. It's all about the position as I'm sure you know.

One of my opponents told me off for resigning prior to mate, another of my opponents has resigned when the game is relatively even...

Resignation is just a personal preference. A stronger player should be able to illustrate the win should the question be asked.

Seriously, I believe players are beginning to lose their tolerance for anything they find remotely irritating. If your opponents are playing by the rules then deal with it. Chess is not politics.
Even if FIDE thinks it is.

But it is equally annoying to announce via message that it is time to resign. This was a topic discussed in another forum.
